During the alpha (Very first) build(s) (while it was still an HD CS:S), the developers might have/were been playing around with experimental ideas, the weapon might have existed BEFORE the M4A4, seeing how it works in the alpha Pre-PAX 2011 alpha build of CS:GO, it performed almost identical to the M4A4, and then, it was cut all together from the game, even way before the first public beta testing began. There are however, still some CS:GO alpha/beta leftovers still in the games files, i think that the SCAR-17 is one of them, and if you own CS:GO you can still look for them right now! (GCFScape, or Crowbar is required to open/view the contents/inner workings of CS:GO.)
