It's just fairly basic math. Force buys are the best option when you have to eco 2 rounds anyway, for example after pistol you have 2000 , second loss is 2400 and third 2900. So if you save second, you have 4400 for third, which is a weak buy in higher levels

If you force second, you have a (fairly small) chance to win second round, and even if you don't, you have 2400+2900=5300 for round 4, which is almost a full buy, and if you get a kill or 2 in rounds 2/3 it can be a full buy.\
