The reduced spawn time and increased gold / exp multiplier from 10v10 Dota AI wars mod does work, but you need to lock the options and confirm it. After you choose your option, at the bottom there's a blue bar that says confirm and lock option. Then you can lock it AGAIN on the right hand side of the screen. If you chose your settings but locked it on the right hand side first, then it doesn't work. Hope it helps, I didn't get why it didn't work the first few times either.
