I have played a decent amount of Warhammer 40K: Gladius - Relics of War. I strongly recommend it. Its a 4x game tuned to combat, where establishing cities, expanding production and researching technologies all directly contribute to your war effort. The factions and interesting and distinct. Most importantly, the AI is competent and perhaps even good. A friend and I have each lost to the AI. In one of my games, they probed my defenses, re-routed their attacks, flanked me, and faded back only to launch a fresh attack. I was looking for a pretty casual (eg Not Shadow Empires) 4x with a war focus, and this is exactly what I was looking for. Its from a war-gaming publisher (Slitherine) and its a modern, sci-fi, themed layer on top of a solid combat game.
