It's not really good. Its biggest failure lies in the fact that you are expected either to metagame a whole lot (which isn't especially engaging and doesn't feel rewarding at all) or to invest hundreds of hours into this.
The gameplay itself (at least whenever you play a melee-focused character, which was what I mostly did) is just dull. Spam numpad key to pwn some goblin/orc/whatever until you make a wrong turn and suddenly there's an ogre emperor (whoever that is) going all over your business.
The narrative is non-existent, the quests suck, there's an infamous exclusivity of quests in the first settlement you find, which doesn't make a whole lotta sense from neither the gameplay nor narrative standpoint, which ties into the bigger problem of feeling like the game just wants to screw you over (vile spirits, cat lord, first kill mechanic, teleportitis and teleport control intrinsics, gorgon, ruined libram, some immensely bad crowning rewards that feel like a natural slap in the face).
Then there's also the tedium of having to backtrack constantly to your stash of gear or to the closest altar, and traversing all those levels of dungeons you've cleared tens of thousands of turns ago that are now populated with weak mobs who don't pose any challenge to you, but waste a lot of your time. The game pretends to be deep but it really isn't. In fact, it's quite shallow, there's no real difference between playing gnome, dwarf of troll monk, it's just filler, you're gonna want to get the same items anyway (and then you'll get gauntlets of peace as your crowning gift).
Overall, the ratio of tedium to enjoyment is just not good enough, most of the time it really feels like playing hardcore Diablo with *much* worse gamefeel.

1.4 is rubbish.
Master Mode is a joke: "let's give mobs more hp for some super tedious early-game fights". The happiness and pylons system is basically and just adds more hassle to the game: not interested in building? Oh well, bad for you!
They also nerfed a bunch of progression skips, mainly the Reaver Shark, which allowed to skip a chunk of pre-HM grind and fishing crates, which allowed to skip a small, but insanely grindy chunk of early Hardmode.
And yet they didnt add a lot of meaningful content. 1.4 is basically a 1.3 with lots of annoying stuff.

tl;dr play 1.3 instead

It's good, if you're into stealth-action. The protagonist is not completely powerless, music is really good, and the whole political premise scrathed my anarchist itch. The level of difficulty on normal mode is high, but manageable.
A couple levels in the second hald of the game are quite boring though, since a few sequences rely on you getting into a certain place at a certain time and failing to do so results in a lot of time wasted just waiting. Also, guards' vision cones are triangular, so they can see further with the edge of their vision. This wonkiness created many frustrating moments when protagonist was seen while the guard was turning around catching just a glimpse of her.
Overall, it's really worth the money.

it's pretty good. the artwork is nice, music is mostly good, never annoying. plot is nice and the way days change their mood is really good
