When I first bought it I thought would be a waste of money because I knew literally nothing, but after a year I'm really happy I decided to risk it (ignore the time on my profile, I bought it first on RPG Maker Web and got the steam version on a DLC pack not long ago). With just the default options ( RTP ), you are ready to create your game very fast. It's really easy, but if you want to create your very own game, or you get a team that knows how to script, make the graphics, music, etc... Or you need to learn alot of things. Thankfully there are alot of DLCs and free resources around internet to help you create a more unique game.

The best part is, you don't really need to have the best computer for it to run properly (the program, the game it's another story).
