VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support. If a VAC ban is determined to have been issued incorrectly, it will automatically be removed.
Anything that tampers with protected game files is treated as a cheat regardless of it giving an advantage or not (skin changers, etc). Steam/Valve will not release any information about what was detected, that information will only help those that cheat and make cheats. VAC bans are delayed, what you were doing at the time of the ban being applied is unlikely to be what earned the ban.
Any bans added to an account will remain regardless of who was using the account at the time the infraction occurred. Ultimately, the use and security of your Steam account are your responsibility.
