And this is just opinion based claim but I think Nue Houjuu is the Greatest Bullet hell boss EVER. She represent the true meaning of BULLET. HELL.

They're hasn't been a ex boss that hasn't been so chaotic as she was.

And while the rest of the later windows boss like Mamizou, Hecatia, and Okina have they're own unique element, none had really gave off the same energy as Nue did.

The closest Character I could think that could give Nue boss fight a run of it's money is Suwako.
