thats stupid im ngl, same concept as "soldier can only have either shotgun or rocket launcher because he isnt allowed to reliably kill people at any range"
using flare gun means you give up easily countering a pyro in return for being able to deal extra damage to people who are already on fire
If you are close enough where the pyro can burn you with the flamethrower, you are going to struggle regardless, and if the pyro is just shooting you from long range with the flare gun you can just leave and the pyro cant do much at all

it sounds a little like you just struggle countering it and so just assume its because its a busted weapon when it really isnt lmao

flares suck because they give a class thats supposed to be short range only a way to reliably kill people at any range
