Не знаю почему у некоторых не запускается или низкий фпс. У меня i5-2500k, gtx660ti с 2гб gddr5 на борту и 8гб озу, и все запустилось сразу.
30 фпс мне было мало, поэтому вот как сделать анлок:
-Заходим в директорию с игрой(...\SteamApps\common\deadrising3)
-создаем файл user.ini
-пишем в него gmpcr_unlock_frame_rate = True
