The Card- and Booster Lottery is an event held by the Coupon Dumpster Group. The group does NOT make any profit from the lottery events, just as it is a non-profit project in general.
Good thing, but how does it work you ask? Fret not, here's a short Q&A that hopefully answers all your questions:

As in every lottery, you enter a stake, in this case a steam trading card and/or a steam booster pack. All stakes are put into a virtual pot, and once a month several winners are drawn. The winners for the card lottery are always drawn on the 1st of the month, the booster lottery winners are drawn on the 15th of the month.

You can enter the card lottery by sending a single trading card AND your trade url to me via this link. Similarly, you can enter the booster lottery by sending a single booster pack AND your trade url to me via this link.
All draws will be posted as announcements of the Coupon Dumpster Group.

No. For fairness (and simplicity) sake, every person can only enter 1 card and booster per draw. If you send more, I will automatically enter you for the next month's draw.

You can win trading cards or booster packs, depending which lottery you entered. The winners are divided into tiers. One person wins the grand prize, the largest portion of the pot. After that, it depends on the sum of cards/boosters entered. But you will always win AT LEAST 2 cards/boosters if your name gets drawn.
