Aseprite is great for creating pixel art graphics and animation. I can just recommend it to anyone, who is just starting out or who is bit advanced. Price is totally fair for the tools and options it offers.

I personally used this software in my pipelines for 3D stylized hand-painted assets, and also for 2D sprites and environments for projects created with Unity, and I never had any huge issue in my pipelines and workflows.

The only issue, that can be somehow difficult to some users, is the interface, which is by default all in pixel art, and is not as clean if you compare it for example with Photoshop.

Some TLDR:
If you are starting out and wanna try some useful and easy to learn software, give it a try.
If you are more advanced, you should do your research in the first place, but I can still recommend using Aseprite, for most of the scenarios. Sometimes, PS might fit your needs more, but everything have its costs.
