Imagine you're watching a movie and half way through someone burns the theatre down. Now you have to go to another theatre and start from the beginning. It's not your fault the theatre was burned down, but you still have to start the movie over. That's Gods Will Be Watching. Balancing all of the different factors is cool, but the random/chance aspects are ♥♥♥♥♥♥♥♥.

Edit: After replaying some of the levels, I would say two thirds have a pretty good balance, so I'm gonna change this to a yes. I think it's worth playing, I'm just not sure I enjoyed playing it.
