The game lies to you, it's not procedurally generated unless you count scripted events being played in a semi-random order as "procedurally generated". Your choices don't ultimately don't really matter outside of the scripted events, the 3 endings are almost identical. It does the telltale strat of creating an illusion that the story will change based on what you do, which is extremely dissapointing as I expected a different take on storytelling. The theme is just "go vote or another trump will get re-elected" and doesn't have much more depth than that.
