When the Klingons kicked out their alien overlords, the Klingons themselves remained aggressive. And with their invaders defeated, the Klingons now had access to warp technology and interstellar travel. The Klingons quickly became space pirates and landlords—and they relied on their new technology, relatively greater physical strength, and aggressive attitude to impose their will.
“Modern” Klingons are warriors and members of a warrior culture. But they are not especially well trained fighters. Often, well, they’re kind of idiots. They would rather drink blood wine and inflatedly boast of their misdeeds as heroic. Because, that’s their culture. Scientists? Rare. Doctors? Rare. Merchants? Rare. Aggression and violence and making a name for yourself is the path to social advancement in the Klingon Empire.
But, Worf didn’t grow up with Klingons. He doesn’t understand that social tapestry.

You have to look at Klingon history for this one.
Klingons pride themselves on being great warriors. But, this is largely cultural. In their past, the Klingons created literature, and medicine, and built things. At least, they were creative and innovative for their stage of development.
But the Klingon homeworld was invaded by an alien species at the same time corresponding to Earths’ Europe’s middle ages. As the Klingons themselves were invaded and oppressed, they became more militaristic.
