Everything is viable in Mann VS Machine, but ignoring resistances as Heavy is rather suboptimal. While technically speaking you as an individual can achieve more damage while you're near enemies and behind a Medic shield (using two people to deal the damage of one), in all other situations you'll be dealing less damage. A faster firing rate from further away is much less damage due to both spread and damage falloff instead of damage rampup. You rely on your teammates to carry you and do things for you and are overall far weaker than a resistance based Heavy.

Firing rate upgrades are good, but not as good as resistances, so they should ideally be saved until you have at least a moderate amount of resistances if not maxed resistances, plus some independent way to heal like health regeneration or health on kill.

I heard a rumor that the old mods quit, which seems true since there's basically no moderation. I've made my own theory that they're testing out automatic robot moderation since they keep consistently locking necro'd threads within an hour but never banning anyone for doing it. They'll also occasionally lock threads for being off topic, again without banning anyone, and they do that less consistently so I think the robo-mods have trouble identifying off topic threads. But bans of any form are pretty rare so I think every once in awhile Steam Support checks in and just hands out a couple of bans, but for the most part it seems to be robo-mods.
