Valve let their game die for more than 10 years and now they want to pretend that their game shouldn't have toxicity when in the same game there are achievements that encourage toxic behavior.

The servers are so poorly maintained that there are usually connection errors all the time

also after the summer update the MvM mode queue times went from 5-10 minutes to 40M-1H

anything they do is considered "toxic" behavior and is more likely You get banned for saying something insulting long before a cheater

Fixtf2 did nothing relevant, it just made evident how poorly managed tf2 is, it could have been easier to ban only the cheaters/bots but now they want to focus on their own Loyal community just for using strong language in the game

I hope Valve reconsiders its actions, this game is known for its acid humor and harsh language, even the game's classification says "Mature 17+ (M)" by the ESRB and PEGI 16 in Europe"

Personally I don't like to say insults (nor do I use vc and chat) but it doesn't bother me to see people saying insults, even in steam there is an option that censors bad words with "♥♥"
there are no excuses for these measures...
