This game is still pretty great game, even though you can play it free if you can find it, I pay this game just to access workshop, official dedicated server, and other possible things only on Steam.

This is the game if you looking for budget fps zombie game or no level cap (except for modded server lol) or play as special infected zombie or other possible things you can describe.
