I haven't played it as much as CK2, it is a bit more difficult to run, but the biggest problem is that content is slow to come and as of now, CK2 is still more complete, has more random ridiculous fun. CK2 is more difficult to get but ultimately more fun. CK3 has a lot of potential, but DLC aren't as up to par and mods are not as complete.

It's a positive because it's my kind of stuff, it's the best CK to begin with.

Edit: The completion is coming along just fine. It's still a recommend, but a much more open one. The game is only getting better and I'm not about to stop pumping CK into my veins!
