Better than the current competitor. There are bugs and questionable decisions about this game though, I hope they will be changed for the better. I like playing it very much. It scratches that itch that the competitor just doesn't at the moment. Also the price currently is a bargain, even more at sale.

It is and isn't better than the last one. Graphically so yes. But there is a lot and a lot of bugs, telling me that this game isn't finished. A bunch of lost promises also tells that this wasn't ready for a full release.

Game fun, game grindy tho.

So, to get it started: This is not a new game, everything in it is the same and they'll probably not add anything more, or maybe they will idk.
Gameplay: The gameplay didn't change at all, same driving experience as in the original. This isn't a bad statement, I'm just pointing out the facts here. Game's still lot of fun and we have the DLC now.
Graphics: They're an improvement alright, antialiasing actually exists and the graphics aren't that heavy for a 4K/60fps experience, although the game's capped at 60fps.
Sound and music: Actually surprised, that they added and even changed some car sounds, on faster cars there's an afterburner sound too. Music didn't change, unless they removed some, but I can't remember every song now.
Short films: AI upgraded to look better and added more gameplay to showcase the usage of different weapons. You can even skip them now, which is a big time saver.
Car selection: The Mercedes-McLaren car is gone and the one police car too, since the company doesn't exist anymore. Other than that, all original and DLC cars are here. Now you can choose your own colour and with the newest update, you can create your own vinyls, so you're not stuck with only some options.
Multiplayer: The MP isn't bad at all, I would say that it's very fun. Hot Pursuit or Most Wanted game modes are the best. The people make it a bit toxic with the focused EMPs on you. These people for some reason don't realise, that they're supposed to be racing and not bullying.
Map: The map didn't change, but they've added some stuff to make it feel more alive, for ex.: lots of road signs or a blimp over the dam. Shortcuts don't feel like they're supposed to be driven through and that's it. They've also made it brighter, to see better in the night.
Overall, if you have some spare money, then, sure, buy it. If you own the original and don't care for DLC or multiplayer, then don't buy it. If you were a fan of the game, then I would recommend you giving it a go, try out the multiplayer, if you couldn't find anyone back then.
