I love this game. But I can't justify buying it for $20 in it's current state.

The amount of game-breaking, soft-locking bugs I'm running into this patch makes the game unplayable. Here are some that I run into frequently:
Citizens won't follow work rotas, either not going to work or returning home when they're supposed to (sometimes not doing either.)
Citizens randomly walking in air and clipping through walls.
Citizens getting stuck in a loop of opening a door, locking it, unlocking it, going back inside, and repeating the process.
Alarms in the city hall being permanently on alert no matter how many times I disable them or sabotage them, which means that when I die I get respawned in the ward and then instantly killed by the security guns (which starts an endless death loop.)
Sometimes I'll take damage and the screen will go pale showing that I'm clearly still damaged, but it won't tell me what effect I have so I can't heal myself back to full health correctly. Sometimes I'll try every drug and splint and bandage I can, but my game treats me like I'm still about to die.

Aside from the bugs that desperately need attention, more generally, I believe the game to be repetitive. I understand that's part of the deal with generative content, but I would love a story mode with handcrafted, challenging murder cases with diverse puzzles. I really love the tutorial, for example. Most cases feel like you have to track down the target by breaking into their home or workplace.
I wish dialogue was more robust. I am a detective, yet I can't really interrogate anybody. I want to be able to say more than a handful of things to the people in this world. I want to ask them where they were at x time on x day, who they were with, etc. On the same note, I feel like shops are very lifeless at the moment. I want to be able to ask shopkeeps about their customers, who was there at this date, what did they buy, who were they with, has anyone bought a knife from you in the past couple days, etc. I know there's gun dealers who have records of their customers, but I'd like for the legal shops to be more interactive. I'd also like to see the citizens go to social events and have leisure time, like going to dance clubs. I'd like it if they could actually go to club meetings since so many NPCs are in them. I want them to have hobbies and interests and do activities that reflect those hobbies and interests. I want them to go to locations other than work and home. It would add to the immersion and bring many more interesting potential crime scenes and suspects.

Some other various things...
Let us throw away items more easily - Especially briefcases! I don't like throwing them on the ground, and I don't like having to throw them into the sea either. Can't we just throw them in the dumpster?
Performance issues. I lag so badly when it rains and when I'm walking outside.
Please make something we can wear permanently to get rid of the cold effect. If we could buy clothes, like a scarf, that would be great. I'd gladly give up an inventory slot dedicated to a scarf or coat to get rid of that annoying shaky cam. An umbrella for rainy days would be great, too.
Also having more options to sit and pass time would be nice - especially if we could speed up how quickly time passes. I often need to leave a building to find a place to sit and by the time I find an appropriate location I'm far away from the location I want to be at.

Again, I love this game, but it really needs polish right now. I honestly wouldn't recommend buying it in it's current state as I get soft-locked SO often it doesn't feel playable. I would have recommended it a few patches ago, but now it's just too frustrating.
I will update this review next patch. I very much want this game to succeed.
