Having over 200+ hours on Cities Skylines (1), I can see me stacking double that on Cities Skylines 2. The game itself is a massive improvement from the original. I would say it does seem to be the developers have taken community mods from 1 and added them into 2 from start. Now that being said there are some unique game mechanics which I like from specialised industry to being able to raise taxes for different types of residential, commercial, industry and office.

The game does need some performance patches however, that being said it doesn't impact having fun (personally for me). I am playing using the following PC specs:
# Processor: AMD Ryzen 7 5700X - 3.40GHz
# GPU: GeForce RTX 3070 Ti
# RAM: 16GB

I would strongly recommend to buy the game, but be relaxed with expectations till a few patches have been released. I do agree with other reviews in terms of developers have rushed this sequel and should have given themselves more time.

UPDATE [16/03/2024]: Avoid purchasing, whilst Cities 1 is a really good game the studio has changed massively. They refuse to accept criticism from the community, they refuse to fix their game, their business model is to focus on modding for assets and scripts, let the community fix the game for them and they just churn out DLC. Like many others in the community who have been loyal, and respect the previous game, this is not what we want or how we expect to be treated. Would happily watch this game studio close after this shambles - because they have no plan to listen to us anytime soon and just fix the base game, that is all we are asking for, not for modders to fix it and not for DLC.
