You can't permanently remove games from your Steam account. You can only hide them (and thus, the possibility to restore them afterwards), from a technical standpoint. It's like Steam would get amnesia, but its history is still there, part of it, not separated.

All you need to do is access the Steam Support page, type the name of the game you want to delete, then select the option with "permanently remove". You don't have to contact a support agent.
