Bozkurt Partisi 26 Aralık 1993’de 1. (Kuruluş) Kurultayında Azerbaycan Halk Cephesi bünyesinde oluşturulmuştur. Partinin kurucusu dönemim İçişleri Bakanı İskender Hamidov olmuştur.

Parti 1994’ün martında resmî devlet kaydına geçti. Lakin daha sonra Nisan 1994’te Anayasa Mahkemesi tarafından isminin kanuna aykırı olduğu gerekçesiyle kapatılmıştır.[1]

Parti kapatılmasına rağmen de-fakto etkin olmaya devam etmiştir. 1999’da parti üyeleri 2. Kurultay düzenleyerek partinin ismini Azerbaycan Millî Demokrat Partisi olarak değişmiştir.
