I do not accept requests of friendship from unknown instances due to the lack of critical knowledge of the person in question and the likely factor of scarce communication between both parties. If one such as myself accepts a person's request, it's for valid reason such as I'm aware of the person's intentions and reasoning for sending a request or I happen to ever so coincidentally have respect for the person in question.
