Fellow Ringo members,

As you all are aware, in times of extreme crisis the Emergency Powers Act states that an official State of Emergency can be Declared, thereby granting supreme executive power to select individuals in order to return our nation to a state of order and justice.

In light of recent events, I have regrettably and with a heavy heart been forced to exercise my sacred right (which you all share) to issue a Declaration of a State of Emergency.

A situation has arisen in which our previously esteemed Equal Matthew Tsang has attempted a seizure of power, thereby violating the sacrament of authority and our shared right to equal standing. After a frustrating and protracted period of futile negotiations, this situation, in interfering with our tradition, has been deemed by several of our fellowship as acting to deprive the community, or any substantial portion of the community, of the essentials of life.

Therefore, taking upon myself the burden of authority and responsibility, I may, by Proclamation, declare that a state of emergency exists:

Having on the third day of March, 2019, made, in pursuance thereof, a Proclamation declaring that the political disputes then affecting (among others) persons engaged in our equal existence and violating their right to rule equally, in my opinion, constitute a state of emergency within the meaning of the said Emergency Powers Act. This Proclamation shall remain in force for more than one month, or until the continuance of said disputes is resolved in a manner consistent with our ideals and laws.

As is my right, I have deemed it proper, by Proclamation dated the third day of March, 2019 and made in pursuance of the said Emergency Powers Act to declare that a state of emergency exists.
