I don't know, log into your turbine account management page, I think you need to have a subscription, even if it's "Inactive" but I'm not entirely sure.

Also, you have to use Turbine Points (which you can get without paying, don't worry bros) to unlock stuff at later levels, so either save up or get ready for some grindan.
