I don't think the Scrap Bank needs to have anything else other than offer a scrap for two of your random weapons. I've had people trying to bump me off my own collection for their own gain (taking crafting weapons to re-sell at an overpriced value or make those new weapons then sell them on).

hmmmm, i dont know because then we might have people abusing the bank for their own benefit (i.e. trade dalokohs for mad milk or something)

How about 1:1 weapon trades too? I'm trying to craft the new weapons and I'm not getting any of the specific ones I need. It shouldn't effect the system you've got but I guess it'd lead you further from the 'Scrap' part of Scrap Banking. Depends what you want this group to be.
