Supreme commander is on sale on GamersGate.

(Can only play against other vanilla copies, which is included in the Gold edition)

Expansion only $3.74: http://www.gamersgate.com/DD-SUPFA/supreme-commander-forged-alliance
(Can only play as the Seraphim faction, but can play against other factions, I think)

All editions use Steam.
I'd get the Gold Edition to make sure you can actually play online against everyone else, and especially because FA makes the game that much better.
