Pre-Load is finally available on Steam and Rockstar Games Social Club. Other retailers such as Nuveem have also received their retail keys.

The Steam Pre-Load size is approximitely 59.0GB and it is encrypted. The RGSC files are not completely encrypted and show the .exe and Launcher files.
