In a perfect group, I would have 12 members which would always place 1 scrap entries on every raffle for craft hats, everybody would have an equal chance, and hopefully win a craft hat in one of the raffles once they'd raffled enough scrap to almost pay for one. But of course this wouldn't happen and somebody would win mutiple times in a row and ruin the whole system.
