In your SteamApps\user\team fortress 2\tf\cfg directory:

Create a new text file dhc.cfg with these contents:
// DHC
alias "sadspeak1" "voicemenu 2 3; alias sadspeak sadspeak2"
alias "sadspeak2" "voicemenu 2 5; alias sadspeak sadspeak1"
alias "sadspeak" "sadspeak1"

Add to your autoexec.cfg (or create it if it doesn't exist):
exec "dhc.cfg"

In your config.cfg, bind a single key to the alias "sadspeak"
bind "n" "sadspeak"

I have this bound to a mouse button also. You can bind this to any button you want. If you want to do it every time you jump:
bind "SPACE" "+jump; sadspeak"

Now go complain and spread the sadness.
