Stats and network upgrades

Over the past few days i've been adjusting the network settings to obtain a more fluid gameplay experience. From initial testing it seems to work much better so we'll leave it at that.

Second on the agenda, TF2 Stats have been reset! Good luck to all!

1. The server has been renamed to 'Chief's Orange_x3'.
2. The MOTD has been updated to reflect any new configuration changes.
3. TF2 Stats have been reset - happy shooting!
