I submitted a ticket and within 45 minutes they changed the rate of my server to 25000, lag has significantly dropped. Also, using console command "/seta r_multithreaded_device 1" reduces a lot of stutter in multiplayer. They are working on a global fix for all servers right now, awaiting approval from Treyarch to begin.
