Q: Who are we?

A: Like billions others in this galaxy, we are conscious creatures. Some call us "extra-terrestrials", but the reality is subtler.

There is no fundamental difference between you and us, save for the experience
of certain stages of evolution. As in any other organized structure, a hierarchy
exists in our internal relationships. Ours is based upon the wisdom of several
races. It is with the approval of this hierarchy that we turn to you now. Your
collective consensus seems to have named us ‘the United Federation of Planets’.

We now understand that each of you wishes to exercise her/his free will, and to
experience happiness. These attributes were shown us, and have played a large
part in our decision to contact you in this manner.

Your happiness depends upon the love that you give and receive. This is a
personal matter over which each of you has total control. But your free will
depends upon the knowledge you have of your own power. Much of this has been
hidden from you.

Like all conscious races that reach your stage of progress, you may feel
isolated on your planet. This impression makes you believe you control your
destiny. Yet, you stand at the brink of major upheavals that only a minority of
you is even aware of.

Your future is your responsibility. We may not modify it without your
permission. Consider this message as a worldwide referendum.

And consider your answer as a single ballot.

A growing number of anonymous Earth researchers are exploring new knowledge
paths and are getting very close to reality. Today, your civilization is flooded
with an ocean of information of which only a tiny part, the less upsetting part,
is notably diffused among you.

Often in your history, that which has seemed ridiculous or improbable has become
not only possible, but realized, particularly in the last fifty years. You may
be certain that your future will hold even more surprises. You will soon
discover the worst as well as the best in yourselves.

Like most of you, we too seek after the Supreme Being. We are not gods or lesser
gods but virtually your equals in the Cosmic Brotherhood.
Physically, we differ somewhat from you, but most of us are generally
humanoid-shaped.

Our existence is a reality, but one which the majority of you do not perceive.
We are not mere apparitions; we are conscious beings just like you. You fail to
apprehend us because we remain invisible to your senses and measuring
instruments most of the time. We have had our reasons for this.

This moment is a critical one in your history. At certain stages of our
evolution, cosmic "humans" discover new forms of science beyond the apparent
control of matter. Structured materialization and dematerialization are a part
of them. Your human science has reached this level in a few laboratories, in
close collaboration with other "extra-terrestrial" creatures, but at the cost of
hazardous compromises that remain purposely hidden from you by some of your
representatives. These compromises are leading your people down the path to
slavery.

We wish to put a halt to this activity. We have made this a collective decision
on our part, but that is not enough. We need your help. Through this message,
you will become the most important decision makers your world has ever seen. You
personally. We have no human representative on Earth who could influence your
decision.
