The rules are : Do not copy other people's mod, and Post the mod before the jam ends. all you need to do is to put "Made for the [Insert Jam Theme Here] Jam" in the description of your mod.
I think you have no limit here when it come to creativity!
The only limit is that how much we can play with the current workshop add-on. So I think, if you designed a mod that fit the theme then you'll blend right in.

Funny thing is, I actually think of the same idea, kind of like "workshop challenge", that I asked Mark personally for a while ago. (and I asked for more workshop update too) But he said he still negotiating with Luis to hire him again for update and maintaning the workshop.
Still hope for that day come true!
