Accepting join requests

FWIW, here's how i think we accept join reqs (loosely held).
* all officers are empowered to accept join reqs and promote new people to officers
* Officers, pls don't accept join reqs unless you're sure the requester is a Bungie employee
* if you are sure someone is a Bungie employee, feel free to promote them to Officer. We want lots of Officers to minimize bottlenecks.

If you think someone got added or made an officer who isn't a Bungie employee, pls reach out to me (karnaugh359) - as group owner I can remove them.
