Each person has 3 chances. If they break a rule once, they have two more chances.

If members break a rule three times: Banned.
If an admin breaks a rule three times: De-adminified.

If an admin's not on and somebody did something, proof IS required. I don't care how many people say you did something; No proof, no bans.
