How do you custom make a spellcasting unit?

I've done several runs now on different settings. Most recently with all the options set to the default and then the AI cranked up all the way. By turn 150 or so I am rolling out the infantry looking for trouble. The only enemy factions I find are tamely sitting in their one spot, with maybe a few outposts and one fort. Running the beta version. Before I spend another 20 hours or so experimenting, is this the norm? Is there a configuration I should be using to wake up the bad guys?...
