Cannot win this level. How can i beat it?

I'm trying to get this to work with Norton Security Suite. There is no exe. file within Steam Apps/common. Any help?

You will need to turn the game down to "Easy" mode for this level, if you play on normal then even if you get all 15 mansions with all 5 upgrades (and you can't have more mansions while getting 15 happiness as far as I can see) this only gets you to around 3500 of the 4500 Dn/month needed. Turning the game down to easy increases the income you get from your houses, and allows you to reach just a little over 4500 with all upgrades built....
