During the Hopetown portion at the beginning, one objective you quickly get is to speak to the fence. However, the fence was not interactable and it would not allow me to speak with him. It is possible that I circumvented his section because I completed other objectives first and he was not necessary to finish that map, but the objective to speak to him never went away even after leaving to the next area....
