Has this game just been abandoned?

Riots occur because of oppression and atrocity. The police are the enemy of the people during a riot. They beat us, gas us, and murder us while we try to create a better world after being driven to fight for it. Gamifying this phenomenon shows a deep lack of respect for the people who suffer at the hands of tyrants and betrays a disgusting, callous incuriosity about the issues which create the horrible circumstances of such an event. For me this game will live with the community which will be able to bring a lot of things, will there be the possibility of modding it and posting it on a workshop?
