Whenever I get to the third part of 4-5 it just stays at 99% and doesn't get to 100% no matter what I do. Is this a bug?

heya, trying to get the last achievement for the game but it doesn't seem to change. no matter how much I plant in creative mode or if I try and replay levels in the overworld, it seems stuck on 2737 and doesn't move towards the 10000 goal. it's the last achievement I need but I'm struggling to get it to increase. any help? is it a bug?...
